ARTICLE 18: SALARY COMPENSATION PLAN Revised June 2003
18.1
Placement: Any member hired after January 1, 2003 may receive up to seven years
service credit for previous experience as a fully-credentialed teacher. Substitute
service shall not count toward service credit.
18.1.1
Placement in Column I indicates the employee is performing services with less
than a regular teaching credential under another authorization, i.e., intern,
paraprofessional. Employees with a preliminary, clear, or life teaching credential
and less than 30 semester units beyond the B.A. will be placed in Column II.
18.2 Units:
All earned units to be applicable for the ensuing year must be reported to
the Personnel Office by September 1. Course grade cards may be submitted pending
receipt of official transcripts. Placement on the salary schedule will not
occur until official transcripts are received. Once placement on the salary
schedule occurs, it shall be retroactive to the first day of paid service for
the year.
18.2.1
All courses submitted for salary schedule advancement must be related to the
employee’s field of study or teaching field.
18.2.2
Upper division or graduate courses from an accredited four-year collegiate
institute will be deemed acceptable for salary schedule advancement. No prior
approval is necessary for Columns II - VI and Column VII if the member has
a Masters Degree, National Board Certification, or a Special Education Credential
in use.
18.2.3
Extension courses, weekend seminars, community college courses, and other short-term
courses will be acceptable for salary schedule advancement, if approved beforehand
by the Director, Personnel Services. Prior approval is necessary and must be
accompanied by a description of the course along with an explanation of the
appropriateness of the course to the teacher making the request. The Director,
Personnel Services response to the request shall be prompt, and shall not be
arbitrary nor capricious. If the Director, Personnel Services denies a request
for approval, the teacher may request reconsideration and shall be afforded
a full opportunity to explain why approval is appropriate. SEE Appendix for
proper form.

18.2.4 Placement in Column VII requires either:
1) a Master's Degree or National Board Certification plus 90 units; or
2) a Special Education Credential currently in use by the member plus 90 units; or
3) a BCLAD, BCC or an equivalent certificate authorizing instruction in a
primary language other than English and currently in use by the member plus
90 units; or
participation in a District designated professional growth program that is
the equivalent of 15 units beyond Column VI. The District will designate what
courses
4) will be eligible for salary advancement credit. Prior approval must be obtained
by the employee for courses taken under this option.
18.2.5
A course grade of at least a "C" or "P" (in a pass/fail
grading system) shall be achieved in all classes taken for salary credit.
18.2.6
The Director, Personnel Services, will meet, upon request, with the Association
Executive Committee to reconsider course request rejections or problems related
to course selections.
18.2.7
Exceptions to that stated above will be permitted only with the advance permission
of the Director, Personnel Services.
18.3 Degrees above Bachelor Degree: Each approved degree above the B.A. degree
shall be worth $725 annually. However, only one degree at each level above
the B.A. will be allowed.
18.4 Salary Increases:
The District desires and intends that all certificated personnel receive anticipated
salary increases on a timely and regular basis. Accordingly, salary increments
for longevity (steps down the salary schedule), and for unit credit (movement
across the salary schedule), shall be paid on the agreed upon dates. Such increments
will not be prospectively postponed unless, in the Board's discretion, a serious
and extreme financial condition requires such postponement. In such a case,
the District shall give reasonable prior notice to the Association and negotiate
in good faith with the Association regarding payment of the postponed longevity
and unit credit salary increases. Any prerogative of the District shall not
be applied arbitrarily.

18.5
Special Education Stipend: Beginning July 1, 2000. teachers who are fully credentialed
for RSP, SDC, or Speech, and whose credential is in use, will receive an annual
$500 per year stipend.
18.6
Outdoor School Stipend: Teachers accompanying students to outdoor
school including an overnight stay, will receive $100 per day up to a total
of $300.
18.7
The hourly rate for additional instructional assignments outside a teacher’s
regular classroom responsibility, e.g., summer school, State remedial instructional
program, will be based upon a rate determined by dividing salary in Column
I- Step I by 183 days divided by 7 hours. Should the number of contract days
change, the formula will be adjusted.
18.8
Unit members whose normal schedule includes a preparation period may, for the
convenience of the District, voluntarily agree to relinquish the preparation
period and teach an additional daily class. Such teachers will be paid 1/6
of their base salary, or a proration thereof for service less than a full school
year.
18.9
The parties acknowledge that the District and the Association have negotiated
a Total Compensation Program, the District’s contribution toward health
benefits is added to the salary schedule and Employees pay for all health
benefit cost. Neither the District nor the Association makes any representation,
express or implied, to any Employee regarding the tax or retirement consequences
of this Total Compensation Program.
