ARTICLE 20: COMMENDATIONS AND PUBLIC CHARGES
20.1 Commendations by Parents and/or Members of the Community
20.1.1
Commendations rendered to the site administrator in writing by a member of
the community shall be reported to the teacher by that supervisor. At the
request of the teacher, the commendation will be placed in the employee's
personnel file.
20.2 Public Charges by Parents and/or Members of the Community
20.2.1
Informal Process Any person having a complaint with their child's teacher shall
discuss the matter with the teacher. Should the discussion prove not to satisfy
the individual, the principal shall be contacted regarding the matter. If
the principal does not resolve the parent's concern, a meeting with the Superintendent
shall be arranged.
20.2.2
Formal Process In the event the concern of an individual is not resolved informally,
the following process should be followed:
a. If a citizen or parent files a written complaint about a teacher, it shall
be reported
immediately to the teacher by the immediate supervisor. A copy of the complaint
shall be forwarded to the teacher by his/her supervisor as soon as possible
for a written response within ten (10) days.
b. After the teacher has responded, in writing, to the written complaint, the teacher and/or the complainant may request a conference. If neither requests a conference, the principal may initiate one. Those present at the conference may include the following: the teacher, the complainant, the immediate supervisor, and a representative of the Association, if requested by the teacher.
c. If the teacher challenges the allegations contained in the complaint, and the supervisor determines that such allegations are untrue, the complaint and the response shall be destroyed. In addition, if the complainant refuses to attend the conference, no record of the complaint will be kept.
d. If it is decided that the written complaint and the attached response will be placed

e. in the teachers' personnel file, then the teacher shall be given time during
the duty day, without salary deductions, to review the complaint. Complaints
which are withdrawn, shown to be false, or are not sustained by the review
process (which includes the Superintendent and other processes existing under
law) shall neither be placed in the teacher's personnel file nor utilized
in any evaluation or any action against the teacher.
f. Grievances concerning public charges shall be limited to claim that the
procedures of this article have not been followed.
